Fords just aint my thing and Im reluctant to offer anything so take this with a grain of salt. If that what you call a "Voltage Regulator" has but two terminals, and ESPECIALLY if thay are labeled BAT and GEN, I suspect its only a Cutout Relay. Nowwwwwwwwwww if thats indeed what it is, it should be NORMALLY OPEN (i.e. no continuity) unless and until the Gens output voltage exceeds the battery voltage, at which time it closes (continuity) until otherwise like when the tractors off so it dont allow the battery to reverse discharge.
