Ford 3000 pto clutch

I have a Ford 3000 the pto does not want to engage, I put my foot down all the way it does not want to stop to engage the lever to start the pto to run. the gears grinds when I engage the lever to start the pto. When I turn off the engine you can engage the lever and when you start the engine it works. Is the clutch plate for the pto frozen? If so, how do you free it. thanks for any information.
