Ford 3000 pto clutch

I have a Ford 3000 the pto does not want to engage, I put my foot down all the way it does not want to stop to engage the lever to start the pto to run. the gears grinds when I engage the lever to start the pto. When I turn off the engine you can engage the lever and when you start the engine it works. Is the clutch plate for the pto frozen? If so, how do you free it.

Have you got a two holed clevis yoke on the lever that comes from the bell housing? Is it in the back hole? The clutch pedal should be up under your armpit if the PTO clutch is selected.

I look at the clevis rod and I have a one hole clevis. The arm come out of the bell housing and a clevis fit on with a rod that goes to the back arm that goes to the foot cluch arm. I put a bushhoe on the tractor and try to loose the cluch if it was frozen but it do not work.
