That spring or clip is to help keep the needle from sticking in the seat. Can happen when an engine is not run for a while and the bowl is full of gas when shut down. Also if a piece of foreign matter (grit, rust, etc) gets into the needle valve. The clip causes the weight float to assist in opening the needle as the float drops in the bowl. Also clip helps keep the needle in place when you remove/reinstall the carb bowl with the carb mounted on the engine. (Imagine trying to find a needle that's dropped into wheat stubble during an emergency "carburetor field rebuild"!)
