Inside out tires

I was looking thru a horsey mag (Horse and Rider?) yesterday and saw some pictures of horses being fed from what looked like inside out tractor tires. You could see a rough outline of the tread through the smooth casing and the tire bead was turned up rather than down.

Is this actually what I saw?

What kind of equipment would be needed to turn a tractor tire inside out?

Where would you obtain tires like this?

Is the main advantage injury prevention for the horses or are there others?
