They should be able to bring in water troughs with Chinook helicopters and sling load water in the drop containers that they fight fires with. They could easily bring in a dozen 2000 gal. folding tanks like rural firefighters use. I just got back from there and there were helicopters of all types down there, I even saw one Sikorsky Skycrane flying around. All they need is a grid coordinate.
