Are you sure that the govenor rod is not actually sticking? I have 9 hp Honda on a silage cart, and the chaff will build up over the air cleaner and drop down on the govenor linkage. Jams it up. Acts like you describe. Clean the crap out, and it works fine.
Otherwise, I would check for air leaks or a plugged jet.
