I have a Honda 5.5hp engine on a Husky mower that
starts and runs fine. The problem is when the mower hits the grass, there is no power. Engine
slows to almost a stall. Raising the mower off
the grass or stop pushing and the engine revs
back to full. I replaced the spark plug, cleaned
the air filter and sharpened the blade all not
helping at all. The governor seems to work as it
should. Anybody got any ideas what I'm missing.

Are you sure that the govenor rod is not actually sticking? I have 9 hp Honda on a silage cart, and the chaff will build up over the air cleaner and drop down on the govenor linkage. Jams it up. Acts like you describe. Clean the crap out, and it works fine.
Otherwise, I would check for air leaks or a plugged jet.

Had that trouble on a 4hp briggs on a push mower with a bagger. Tried everything mentioned, finally ground the valves. Been using it for a trim mower for 10 years, no power loss now.

I had the same problems w/ both our 1855 Oliver deisel and our Skag lawnmower w/ Kawasaki engine. The kawasaki needed a new air filter. I cleaned the old one but it wasn't enough. The 1855 needed a fuel filter. It's gotta be either fuel or air related, not getting enough of one or the other. What color is the exhuast? If it's really rich/black, it's not getting enough air. I assume it's a dry paper elemnet type, like the kawasaki engine on ours is. Cleaning them only works once or twice, then the filter just gets too clogged to pull air through.

Air filter is washable foam and it looks like
new when washed and lightly oiled. I am now
looking at the rubber primer bulb on the side
of the carb, could have cracks. Never had one of
these on an engine before so I don't know much
about them.

Not sure if it is adjustible on the newer engines. I know some Briggs are set... But it sounds like you are running too lean... I have had engines to act like that, run great, til they get a load, then die... Mixture needs to be richer...

The carb does appear to be non-adjustable, but
it has a rubber primer bulb on the side that
might have a slight crack. Maybe it is sucking
air and changing the setting. If that's not it
I will check for dirt in carb or plugged jet as
suggested by you guys. Thanks to all for the help.

I agree with Don, also there could be a partially restricted main jet. Take the bowl off and blow the main jet out. My .02
