diesel motor oil flod

My diesel tractor was parked on a hillside before one tire went flat and the machine flipped on its side.
Putting the tractor back on its tires I decided to start the engine.
It won't start! It always does. it barely turns.
I can see the starter shaking and I can hear a bubbly like sound coming from the exhaust muffler.

I guess oil is in my combustion room (top of cylinder)?

Will the oil come down through ring to the oil pan if I let it sit a while ?

If so, how long?

What can I do ? please help.
