IH drive train problem

I am working on a IH Model 14949J (200) that will not go forward unless you put the left brake on and then it will move. When you let off of the brake it stops. I took the back cover off and looked in at the gears. Is there a small straight cut gear on the differential that could be broken? Anyone heard of this before? Any help would be appreciated.
