Ford Charging System

I have a 73 5000 that has stopped charging. The generator light flashes off and on while the tractor is running. I replaced the regulator four years ago because it would not charge. Is there a way to check the voltage from the generator? I took both the wires off but get no voltage between them or from either one to ground. I noticed that with the tractor running, when I remove the wires from the generator that they will spark, so it would seem that the generator is putting out some voltage. Thanks for help, jon
