Freeing up a stuck valve ????

On an overhead valve engine, can a stuck exhaust valve (was stuck open but we were able to move it a bit so it is now moveable but still unuseable as is) be worked on from the top end without removing the cylinder head? The valve is out in the open and we have free access to it, the rocker arm has been removed and so is the springs, collar and retainers. Can turn it with soft-jawed vice grips, it is more moveable (somewhat tight) in the closed position than when open (very tight). Any hints or suggestions from anyone that might save us a lot of time and money?
