Gas in the tanks is on effectively on consignment.

The independent owner/operators almost never -- certainly never at national brand name stores -- buy the gas first.

"Corporate" owns the gas in the ground, tells the independent what to charge for it, and collects there part of the price from the gas station afterwards.

(Lots of other stuff is like this, too. Stores don't pay in advance for newspapers -- they effectively only pay for the ones not returned to the newspaper the next morning).
