I don't agree with Allen on this one. You can have a perfectly running engine that will have a bad governor ring, and suddenly shut down when the return gets stoppered up with a piece of the ring.

If you clear the return fitting of the obstruction, it may run perfectly again until for many hours, until another chunk gets in the wrong place!

The problem with running the tractor too long with the damper ring failing is that once most of the ring has broken out of place, the governor parts that were cushioned by the ring begin to run metal-on-metal. Then, you have metal wear particles shed into the inner workings of the injection pump.

A simple check for this problem is to remove the complete return fitting and valve from the pump, and check for the plastic crap stuck in the unit.
