Yes, that is a "tractor". I'm not sure what year that world came into use, in it's day it would have been called a "steam traction engine". And, yes, they appear to be plowing with it. Those steam engines sound like nothing else while under load! Below are a couple of links to live steam demonstrations near me: The top photo at the first link below is a photo of a "thresher", which could be powered by a steam engine, or a gas engine, examples of both are shown in the lower photos http://www.hawkmuseum.org/threshing.htm Here's another show near me. They have steam plowing demos, but I don't see any plowing photos on the website.
