Was this tractor sitting outside and for how long ?? Have you pulled off the valve cover and checked for stuck valves yet ?? Nothing wrong with trying to free it up first. If you do get it free it will make a tear down much easier if needed. I have freed up several and got them running with good results,but these were usually sitting inside or not very long outside.
