If the splined shaft is straight, not tapered- and there is some room for the wheel to go further ON- use a solid steel shaft and BFH to move the wheel inward a bit- just enough to loosen it. Does more good than whacking the end of the axle. Then use a puller to remove the wheel. Heat or penetrant ahead of time is good too. Wax on the axle as it cools will seep between the stuck parts.
