International 4366 questions

I"m looking at an old 4366 for sale, but brakes don"t work. The owner doesn"t know much about it, and all he could show me was a single large disc in the center of the machine that someone removed the calipers from. I"ve seen emergency brakes like that before, but never brakes for a whole machine. Are there also band brakes somewhere? Are used parts hard to find? The steering is also weak, and even at $2500 for the whole thing, I"m wondering if it is such a "bargain". The motor runs strong and smoke free. thanks
