Time to launch some counter moves on the old hag. There has to be some law or ordinance she is violating no matter how obscure.
She's likely so unhappy with her life she has to make others miserable too.
City Hall will appease her or you, which ever is easier. Make certain City Hall see's you as Mr. Modest Wonderful. And the hag as a hag, but yourself don't say anything negative about her in the process.
