gonna throw a few ideas in here too. If your looking at a disc mower get at least 60 HP and a bigger size tractor. You have aready said your in hilly ground and those mowers are heavy or at least the ones we have are. We have a BushHog and a JD ( Kuhn) and on our tractors (JD 6300 and 6210) you know well when you raise the bar up. Depending on how much you want to spend or how new or old a tractor you want I would even go up to the Oliver 4 digit series. At least an 880 or so for the weight. 806 Farmall or something in those lines work good, AC D-19 or in three digit series were good tractors with power. John Deere 10 nd 20 series are good and if you like the pop of a deere we have a 630 that would have enough power and weight to do what you want so something in that line would be a good one. The one good thing about a Deere or IH is dealer support. If the dealer can't get the parts ( which is rare) Then more than likly there is an aftermarket company that does. Ford is the same, I am learning that there are several things not avaiable for the early 4 digit Olivers (going through a 1800B now. Hope this helps
