Choke-open-closed

Oh boy, I hate to start a "what you call it in your part of the country" but.
Several times, today isn't the first, I have seen the statment that a tractor will only run with the choke open. To me choke open is the normal running condition. Choke closed is the choking condition. Anyone that has overhauled a carburator would know what i mean. Now "choke on" could mean to choke.
Am I missing something here or is my old mind playing tricks on me again?
