The .5 volt tells me the field is not being built up. At medium to high rpm, the output should be around 13.8 volts. It does sound like a loose or broken connection or wire. Adjusting the regulator is a bad idea unless you have some special test equipment. Try to get your hands on an older Motors manual. It has good troubleshooting information depending if your generator is internally or externally grounded, proper polarizing based on type of generator and isolating the area of the problem.
