When a belt is,"rolled on" without loosening the idler pulley the cords in the belt (yes they are like tire cords) are usually stretched on one side or maybe both, and many times a cord is broken. When a cord is broken or stretched the belt will not track straight in the sheaves or as it commonly called, a pulley. When the cord is broken or stretched this makes one side of the belt slightly longer than the other and therefore it tends to roll. You will need to discard this belt and use a new one. You need to loosen the tension of the idler so that the belt goes on all pulleys then tighten the idler(s)to provide tension of the belt.
