briggs, 15hp v-twin motor problems

another problem with a different motor, this time the mower belongs to my dad and we cant figure out what the deal with it is. My problem is, it won't turnover unless the carb is completely covered so no air can enter and when it starts it runs excellent for about 3 or 4 minutes then dies. tried carb adjustments, new sparkplugs, sanded sand off the flywheel and magneto, and cleaned carb. when it starts it blows smoke for a few seconds then that clears up. throttle response is great and so is compression.
