Mandating the use of a ROPS is possible, but making us use the belt is next to impossible. When I was in my teens I helped pull a guy out from under an overturned tractor in the road ditch. He was alive but passed away the next day. My knees were shaking so bad I could hardly walk when we carried the stretcher up the steep bank to the ambulance. From that day on I was a much safer tractor driver. Would a ROPS have saved him if he was wearing a seat belt? Probably. Would he have worn a seat belt? Never.
