Did you ever see a outboard engine in a barrel of water? Soon as the prop starts to turn there is a surge. This could be the same from your water pump. I dont recall ever seeing any radiator that wasn't slightly below the neck. None of my tractors or vehicles are (when cooled)including the newer ones with overflow resivoir's.
