Don't know about your local laws, but I'd not pay anything above his hourly rate for the work he was SUPPOSED to do (I'd go 1 hr). The electrician and extra "fixing" are due to his neglegence. If he balks and threatens small claims, let the courts settle it (counter suit for damages). Also ask your regular guy to stop recomending him. If the extra work was caused by him, then it's his nickle. FIGHT.
