If effluent is coming to the top of the ground the leach bed pipe is not level like it's supposed to be. This sounds like the "engineering" my Dad did on his system. I cured the problem by digging a 50 foot long, level trench at the downhill end of the pipe, where the effluent bubbled up, and laid in 100 feet of 6 inch diameter black corrogated pipe. It goes out fifty feet and doubles back. You need to drill half inch holes about every four to six inches. This much pipe will hold 150 gallons of water.
