Is the scammer at fault or the scammed?

For the love of me I can't figure out how all these guys manage to get scammed on tractors,hauling and parts. I hear people who pay for trucking in advance and get scamnmed. Who does that anyway? And then there are the people who buy parts and tractors that aren't what they expected. I guess what they say is true "A Fool And His Money Is Soon Parted".
