Yes and No. There is (was) a cartridge start system used on aircraft and other engines, but it was NOT a shotgun shell. It would be more properly called a gas generator cartridge. On an aircraft engine, it could generat something like 25 horsepower for a few seconds, enough to roll a 2,000 cubic inch engine over a couple of turns. I have some more information in a book, and could try to dig up some more if you are interested.
