Yeah, buy the factory manual or get the cheaper IT manual if it has the instructions in it. It takes some special tools to time the pump. You might consider taking it in to a place that works on injection pumps and maybe they can do it for you for less than the manuals and the special tools. There is a note in my manaual that says that to account for backlash in the timing gears, you should rotate "the pump 1/2 division clockwise(as viewed from the rear of the pump) relative to the zero degree mark on the rear of the engine front plate." You might try this and see if it improves the situation.
