14.5 HP Briggs

THis Lawn Mower wont crank over It acts like a compression release problem. Model #287707 Type0224-01 code961226ze We have tried 3 used starters and jumped it directy from a car battery. Is there a compression release on this engine or some other reason for it to come up hard? even with the plug wire off.
