OT: Safety Chain attachment for bumper hitch?

Bought a low mileage F150 with a bumper hitch. A place for the
ball but no place for anchoring the the safety chains. I didn't
want to start drilling holes through the rubber covered steel and
there are no predrilled holes under the rubber step pad. Is there
a standard plate with loops or hooks that can be bolted in
common with the ball, either on top or below the bumper? I
thought I would ask before drilling and installing eyebolts.
