The oil filter was an option on VAC's. If your tractor has one it will be mounted on the right hand side of the engine just above and to the left of where the distributor would go in (or goes in if you do not have a magneto). If you don't there will be a diamond shaped cover plate there with two bolts holding it in. You can simply add on a filter housing if you want. They shouldn't be too difficult to find.
