when i say one runs freely and one is attached to the drive, one turns when the wheel turns and the other is turned by the belt from the motor, the innter one is attached to the motor, and this is the one that the metal wheel behind it rubs on, then the steel cable adjusts a smaller pully that seems to be some sort of tentioning device, that would i suppose adjust the tention on a belt that goes to drive the wheels, but the system doesnt make sense, how does it grip in both directions?
