Battery/Charger question ???

After work today, I went to start my skid steer, & battery was dead flat (2 batteries), not even enough to light the idiot lights or make the hour meter click. I hooked a charger to it, turned it on & needle on charger started bouncing up & down rapidly. To check charger , I hooked it to another battery & it acted OK. Do you think one of the batteries has an internal short??? BTW, charger is a solid state Craftsman, It has always worked well for me. It got dark before I could look any further. Thanks, Davis
