Get your tape measure out again. The width of the rim is the width at the bottom of the bead seat. The diameter of the tire is also at the bottom of the bead seat. Easiest measuring across the rim metal to metal, then add two metal thicknesses. In most cases both should be even inches in this size range.

You measured the outside of the rim and for a 10x24 could have measured 11-1/8 by 25-3/8".
