Contaminant in the gas in the form of VERY small rust particles will prevent the needle from fully seating. You may want to try additional in-line pleated paper gas filter. Otherwise you may have to resort to turning off the gas valve when not using or find a suitable viton tipped needle to use in place of the metal one. This will allow some compliance and effect a seal between the needle tip and seat. I had to do this on an old motorcycle in order to get it to stop leaking. Ended up finding a viton tipped needle which fit the same diameter but was to long then grinding the overall length to match the original solid steel needle.
