If that tractor is just for parades, I'd just clean up the axle, maybe squeeze some JB Weld on the broken pieces,remove the excess that squeezes out, paint the wheel and reinstall the collar. Bolt it down real tight and not worry about it too much. I know it won't hold up as good as original but it should be allright for parades and display. No one will probably notice it if you don't tell. It was probably that way when you got it.
