You asked: "What is going to pursuade the tractor jockeys to use the dealer section and pay for the ads?" I would hope that honor and self-respect would be enough... But if it isn't then they will simply lose the privilege of posting ads completely. There are many people watching out for YT who will probably let me know it's happening.
