Using a Coarse brush will seriously remove metal, making the name and number stamps harder to read. I wouldn't do it to anything but the extremely rusted. What I would do with very rusted old wrenches is remove the rust with electrolysis. Kind of like reverse chrome plating. Only removes the oxidized part. One can do it at home with a plastic bucket and a battery charger. May find a line here describing it. Seen lots of old tools at antique shops "Restored" beyond any point of being collectible.
