Just a thought: Check that the shutoff cable to the injection pump isn't stuck somehow and holding the pump in the off position. Also, use about half throttle while cranking.
Another thought: If you live where it's real cold, the fuel may have jelled. If you can warm up the engine with a space heater it may also help you.
