International 444 Glow plugs

I have a International 444 Diesel engine and its hard to start when it get cold weather. I put a block warmer on it and let it warm up for three hours and it starts right up. When I use the glow plugs and hold it down for 30 seconds it will not start it blow smoke out of the muffler. I was thinking how do you know if the glow plug are working they are the same ones that came with the tractor.
