The oil pump is pumping against the clearances of the combined crankshaft and camshaft bearings. The higher the wear, the lower the pressure.

First step would be to hook up a known good gauge to make sure that what you see is what you are really getting. You might just have a bad gauge.

Due to the increased torque in a diesel, those crankshaft bearings really have to withstand huge loads. I don't think I'd want to run it on 20 lbs. of pressure.

Aren't those Cats suppossed to run up there around 80 lbs?
