I don't know what your lowest expected temperatures are, but if they're really BITTER, heating BOTH the oil and coolant is not a bad idea. Warm coolant makes starting easier because when the cylinders are warm, the fuel will vaporize and burn better, for cleaner, easier starting. Warm oil makes for less wear and better lubrication upon startup, not to mention faster cranking. If the tractor is inside, and you plug the heater in overnight, either heater will warm the whole engine up. If it is outside exposed to wind, there will be less of a complete warming of the engine with just one heater. (This is NOT the same as wind chill on human flesh, but never the less, a strong wind will carry heat away, requiring a bigger heater or both oil and coolant heaters, for reliable starting under those conditions.)
