I think it was an honest error. As the owner of this tank you should know what you have been buying in the past and that a tank is generally not filled beyond 80%. The meter on the truck probably wasn't reset to "0" or something like that. Just take the ticket to the company and have it corrected as I doubt there was malicious intent.
The only place that would happen is NY, NJ, or PA. If you are in one of those places pay it and keep your mouth shut....
