Jim: Have you looked at adjustment on your fenders. I realize not all of these IH flat top fenders were the same. Some of them were adjustable for height and you could move them closer to operator. I ran Canadian ring chains with my flat tops and never used tighteners. I will admit you have to content yourself not to use road gears. Tight chains loose some of their effectiveness. In my opinion if you cant place your arm between cross chain and tire at point where cross chain leaves ground, your chains are too tight. Now if you want speed, doesn't matter whether it's tractor, truck, etc. your chains will have to be tight. Speed and chains are a costly combination, and cut life of chains in half, or worse.
