Keeping tire chains tight against the tire

I've got a 756 IH with 18.4x34 rear tires. I can't get the chains tight enough to keep them from flopping into the fenders. , I would just remove the fenders, but then you don't have lights. I've heard of guys using rubber "tarp straps" to hold them tight, but I would like somthing more durable. Any ideas? A good set of flat top fenders is hard to come by, don't want to tear mine up.
