JB Welding a engine block

I have a International tractor that had a busted block on the outside at the water jacket,I JB Welded it up and it worked for a while now it is leaking at different spots,so should I operate the tractor and get it warmed up and then drain the water out and then JB it again,hoping that the metal has expanded enough or when it cools would it put pressure on the JB and bust the block somewhere else. Or should I JB it while the block is cool? Any help would be appreciated.
