I have a service manual for an IH 684. It is supposed to be for a 584 also. I show a torque of 9 kgm (65lbft) for a pinion nut for a front drive axle. The manual says this is for a KIMCO front drive axle. Please take this information with a grain of salt as I am not a mechanic and maybe referring to an incorrect pinion. The service manual I have is quit complex. If you can give some more infor maybe I could be more help or even fax a couple of the pages to you.
